Three-Level Study Architecture

The Panama Agro Nexus program is built on a multi-level study structure that enables the full national agro-industrial transformation program (≈ $15 billion USD) to be placed on a financing path, while detailed technical planning is completed in modular form. The study consists of three interconnected levels.

Together, these three levels form the study dossier that will serve as the foundation for a 15+ billion USD, ~15-year national agricultural development program for Panama.

Institutional Structure

The program is built on three cooperating organizational actors and one external expert layer.

ADC⁵ INGO

The Austria-based international organization provides the program's institutional framework, international development context, and governmental liaison platform.

MK Kft. (Hungary)

Operating for over 20 years, MK Kft. serves as the Executing Entity — responsible for professional coordination, international expert collaboration, and financial-administrative management.

Aurora Panama S.A.

The Panamanian partner company provides local project coordination, governmental and institutional liaison, and on-site information gathering and professional consultations.

Internal & External Expert Layer

Responsible for professional review, refinement, and endorsement of the studies — finalizing and signing off on materials prepared by Aurora.

Level I — Strategic Framework Study

This level establishes the strategic foundation for the entire Panama Agro Nexus program. Its purpose is to define Panama's long-term agro-industrial transformation strategy, the program's main infrastructure elements, the new structure of the agricultural production system, the logic of investment clusters, and the framework of the financing architecture.

Study Outcome

A comprehensive document forming the first phase of the complete study dossier: Panama Agro Nexus – Strategic Framework. It serves a dual purpose: providing the basis for financing negotiations with multilateral development banks, and defining the financing and investment architecture of the 15+ billion USD national agro-development program.

Level I — Cost & Work Summary

The full project budget flows to MK Kft., which manages the financial administration and payment processing for the study.

Roles & Responsibilities
ADC⁵ INGO

Strategic program management, coordination of international institutional relations and multilateral financing negotiations.

Aurora Panamá S.A.

Management of Panamanian governmental and institutional relations, local stakeholder consultations, and field coordination.

MK Kft.

Financial and administrative management of the study, expert organization, payment coordination, and documentation. MK Kft. also leases its office with necessary administrative staff to ADC⁵, through which ADC⁵ organizes and finances the project's operational administration.

Internal & External Experts

International professional validation of agri-technology systems, export logistics, food certification and laboratory network structures, development financing, and ESG compliance.
